POLICIES  

1. Service assurance:
We guarantee that our services and course delivery system is suitable, adequate and effective through continual improvement. We will conform to applicable statutory and regulatory requirements without exception. We will take immediate action to control any non-conformance that may arise during delivery of courses.

2. Refund policy
2.1 Notification and Arrangement
JE shall inform the Student immediately within 3 working days if
(i) It fails, for any reason, to commence the course on the Course Commencement date;
(ii) It terminates the Course, for any reason, prior to the Course Commencement date;
(iii) It fails, for any reason, to complete the Course by the Course Completion Date;
(iv) It terminates the Course, for any reason, prior to Course Completion Date; or
(v) The Student’s Pass application is rejected by Immigration and Checkpoint Authority.

JE shall, within (7) working days of notifying the Student in writing of above circumstances (i–iv), provide the Student with information and details of the alternative confirmed course arrangement to allow the Student to make timely and appropriate decision on the alternative arrangement.

2.2 Withdrawal for Cause:
Subject to Force Majeure, the Student shall be entitled to immediately withdraw from the Course by giving written notice to JE of his/her intention to do so if JE is in breach of any of its obligations under this agreement or fails to perform its obligations under the circumstances in Clause 2.1 (i) to (iv).


2.3 Refund for Withdrawal for Cause:
For circumstances under Clause 2.1, JE shall, within seven (7) working days after notifying the Student, refund to the student:
(i) the entire amount of the Course fees
(ii) the Miscellaneous fees

2.4 Refund for Withdrawal Without Cause:
Where the Student withdraws from the Course for any reason other than those set out in Clause 2.2 or Force Majeure (ref: Standard Student Contract), JE shall, subject to Clause 3.2: No double claim, as soon as practicable after receiving the Student’s written notice of withdrawal (and in any event no more than seven (7) working days after receiving such notice), refund to the Student the following sums (less any applicable bank administrative charges properly paid/payable under Fee Protection Scheme).

Notes
• Course Application fee and Bank administrative fee are non-refundable as bank administrative fee is imposed by the bank.
• All requests for refunds arising from withdrawals and change of course must be accompanied with original fully completed hardcopy Withdrawal Form (available in the website and from the person-in-charge of the course) with relevant supporting documentary proof and original official receipt.
• Approvals for change of course will be granted on a case by case basis and subject to meeting each individual course’s admission requirements.
• Any administrative charges imposed by the bank will be payable by the student and the amount deducted from the refund amount payable to the student.

2.5 Cooling-off Period

JE shall provide you with a cooling-off period of (7) working days after signing the CPE Standard PEI-Student Contract. Within these 7 days and regardless whether the Course Commencement Date has passed, you can submit written notice of withdrawal to JE and receive the “Maximum Refund” amount stipulated by JE (less any Course consumed by the student if the withdrawal date is later than the Course Commencement Date and the Student has started the Course, any JE administrative charges which are stipulated in the Miscellaneous fees and any applicable bank administrative charges properly paid/payable under Fee Protection Scheme).

2.6 Transfer/withdrawal policy

A Student who transfers from the Course to another course with JE shall, for the purposes of this Clause 2, be deemed to have withdrawn from the Course and the provisions of Clause 2.4 shall apply save as otherwise agreed between JE and the Student.
A Student who withdraws from JE to enrol with another College shall be deemed to have withdrawn from JE.

2.7 Refund Conditions
Refund policies for Course fees and other fees are applicable to both local and international students.

Terms and conditions for refund:
The refund policies do not apply:
- when students are asked to leave the College because of disciplinary matters
- when students violate the laws of Singapore.
- when students do not fulfill the terms and conditions of Student Pass
- when students breach the Standard Student Contract
- when students leaving the College do not return the Student Pass for cancellation within 3 days.
When students defer from the course for less than a year; students have to pay an administrative fee of S$50 and they are allowed to continue with the course. When students defer for more than a year, only withdrawal policy applies.

After enrolment, any request for transfer from one course to another or from one intake to another (deferment) must be in writing and is subject to the approval of the management of the College and by paying an administrative fee of $50 each time. A transfer or deferment form must be obtained from the administrator and duly completed.

2.8 Deferment Policy
• Students can apply for deferment for personal reasons such as health and bereavement of parents or siblings. Application is to be made on prescribed form. The refund policies do not apply.
• If the deferment period exceeds one year, it is considered as a Withdrawal Case. Withdrawal policies apply.
• For approved deferment, an administrative charge of S$50 applies.
*** After enrolment, any request for transfer from one course to another or from one intake to another (deferment) must be in writing and is subject to the approval of the management of the College and by paying an administrative fee of $50 each time. A transfer or deferment form must be obtained from the administrator and duly completed.


3. FEE PROTECTION SCHEME
3.1 JE hereby confirms and undertakes to the Student that it has in place a Student Protection Scheme as stipulated by the Consumers Association of Singapore (CASE) (the “SPS”) by way of a Student Tuition Fee Insurance pursuant to the terms and conditions of the CASE-PEO Agreement dated 3 August 2009 made between CASE and JE.
3.2 A copy of the insurance policy issued by Lonpac Insurance Bhd taken up by JE for the purpose of insuring the students, among other things, is available.
The Master Insurance Policy sets out, among other things, the insured events under which Lonpac Insurance Bhd shall indemnify the Student under the Student Protection Scheme.
JE hereby undertakes to procure that the cover under the Master Insurance Policy shall be extended to the Student and JE shall, within [21] days of the date of the Agreement, deliver to the Student the certificate of student insurance.
In line with the Private Education Act, JE Educational College is commencing the transition period from CaseTrust to EduTrust. The Act has been put in place the mandatory requirement of Fee Protection Scheme (FPS). This requirement is regulated by the Council of Private Education, by way of insurance coverage for all full-time and part-time students.

The Fee Protection Scheme (FPS) applies to ALL students (regardless of nationality and the type of passes or identification held, i.e. dependent's pass, student's pass, work permit etc). Under this regulation, it is mandatory for all students to apply for FPS and sign CPE PEI-Student Contract when they enroll for courses with JE.

Upon application of EduTrust, JE will undertake that:
(i) The cover under the Master Insurance Agreement shall be extended to the Student;
(ii) The Student will receive the certificate of insurance on the same day the Student pays the fees; and
(iii) The insured period will commence from the fee payment date to at least the next payment date.


3.2 No double claim
For the avoidance of doubt, if the Student and/or his/her parent/guardian receives any payment from JE or Lonpac Insurance Bhd pursuant to a provision of this Agreement or the Master Insurance Policy in respect of any matter or damage, then the Student and his/her parent/guardian shall not be entitled to claim against JE or Lonpac Insurance Bhd for the same payment in respect of the same matter or damage pursuant to any other provision of this Agreement or the Master Insurance Policy.

3.3 Course Fees and Application Fees
All fees paid are non-transferable (to the next person) and will only be valid for 6 months.

3.4 Discounted prices
JE clearly states discounted prices. Discounted prices are prominently displayed in the reception and clearly defined in the Standard Student Contract and in marketing communication materials. Discount is given for one time full payment and there is no discount for instalment payment. There is no validity period.

4. Medical Insurance Scheme
JE hereby confirms and undertakes to the Student that it has in place a medical insurance scheme for all its students as required by CPE under EduTrust Certification scheme. A Singapore Citizen / PR or Non-Student’s Pass International Student who is protected by his own medical insurance coverage in Singapore can opt out from the Medical Insurance Scheme arranged for by JE.

5. Pre-requisites and requirements for various courses
The pre-requisites and requirements for courses are clearly defined in the Standard Student Contract and communication material. The students are fully responsible to ensure that they fulfil the entry requirements for the respective courses that they have entered.

6. The College reserves the right to reject any applications/enrolments without giving any reason whatsoever.

7. Standard student contract

It is a mandatory requirement by CPE that all students, both local and international, sign the Standard Student Contract with JE upon the acceptance of the offer made by JE during the admission process. (Note: Student Contract will not be required for courses/ trainings with duration of not more than 30 days or 50 hours.) The Student Contract serves to minimise future disputes and hence has to be completely understood by students prior to enrolment. Information on the Student Contract is communicated to students throughout our various communication channels including our website.

8. Payment methods and channels
a. Course fee

Payment of course fees is to JE at the reception in the form of cash, NETS or cheque in Singapore dollars with no GST. A receipt will be issued for the amount paid.
All course fees on monthly or installment basis must be paid on or before the due date. In the event of any delay or default in payment of the course fees, JE Educational College shall be entitled to levy an additional Administration charge of $15 per month (Part-time course), $30 per month (Full-time Course) until such outstanding payment is settled in full.
To terminate lessons, one month advance notice must be given in writing or one month’s fee paid in lieu.

b. Other fees

Payment of other fees is to JE at the reception in the form of cash, NETS or cheque in Singapore dollar, with no GST. A receipt will be issued for the amount paid.

Students are advised to collect the official receipt/invoice from JE for any fee payment made to JE Educational College Pte Ltd. Any cheque payment must be crossed and made payable to JE Educational College Pte Ltd.

The Course fees and other fees do not include examination fee, charges for medical check-up, students’ membership fee of university or association and any other fees payable to the university or association, unless otherwise stated.

c) Over or under-charging
JE is committed to avoidance of over or undercharging. List of Course fees used are clear and legible, reflecting the total amount payable and its breakdown exclusive of GST.

The total Course fees and its breakdown are communicated upon reception and clearly defined in the Standard Student Contract, payment schedules, official receipts and communication materials.


9. International Students on Student Pass
9.1 Formal admission into the College’s course of study is dependent on the approval of Student Pass Application for all international student applicants.
9.2 International students on Student Pass must observe the rules and regulations set by the Immigration & Checkpoints Authority (ICA). Any breach of the rules may result in the rejection of Student Pass Application or Cancellation of Student Passes.
9.3 The College does not guarantee the approval or renewal of Student Pass applications. Such applications are subject to approval by ICA.
9.4 Students are not allowed to leave Singapore without prior notification to the College.
9.5 All foreign students must fulfill the minimum of 90% attendance throughout their study term with JE Educational College Pte Ltd. Documentary proof must be produced should there be a shortfall of attendance during every renewal of Student Pass Application.

10. Student Pass Renewal (For only international students)
The College does not guarantee the approval for the renewal of Student Pass application. Such applications are subject to approval by ICA. It is the student’s responsibility to ensure that his/ her Student Pass is renewed in time. The College will not be held responsible if the Student Pass expires or is being rejected by ICA due to lateness in renewing. Not later than three weeks before the expiry of current Student Pass, students need to approach the administration staff to apply for renewal. Students are required to complete all necessary forms from the College and ICA and submit them to the administration staff. The College applies to ICA for submission of renewal of Student Pass.
N.B. The College will only process and submit application for renewal of Student Passes for students only if they meet the 90% attendance as required by ICA and are current in their payment of fees.

11. Student Pass Not Transferable

The Student’s Pass issued is not transferable and will expire upon the student ceasing to be a student of JE. The College is under an obligation to inform the ICA of the student’s withdrawal from, or completion of his/her course of study at JE. The student needs to deliver the Student Pass to the College, within 7 days of the student ceasing to be a student of JE, for cancellation of the Student Pass.

12. Registering for Exam
It is the student’s responsibility to register for the External Exam in time. The College is not held responsible if the student registers late for exam and is not allowed to take the exam. Date and time of exam are announced on the notice boards.

13. Confidentiality of student data
JE is committed to maintaining the confidentiality of the Student’s personal information and undertakes not to divulge any of the Student’s personal information to any third party without the prior written consent of the Student unless required by law or statutory regulations.

Orientation programme is conducted during the first session of the course which includes the following:

- Academic skills writing workshop

20. Assistance to students
JE provides assistance to students facing difficulties in adapting to the new environment. Please contact our course administrator if you need any assistance.

21. Accommodation
JE does not provide but can assist students to make accommodation arrangement.

22. Post-graduation opportunities
JE provides advice on courses and post-graduation opportunities. Please contact our course administrator if you need any assistance.

23. Mode of notification of changes
In the event of any changes that affect the student, JE will inform the student in writing and by telephone.

24. Punctuality
JE expects all students to be in class at least 10 minutes before the commencement of the lesson.


25. Attendance
For international students your attendance requirement is expected to be 100%. In the event that your attendance is less than 90%, your Student Pass will be cancelled. You have to apply leave for being absent from class. The leave must be supported by relevant document. For sick leave, you have to support it with recognized medical leave certificate.

For local students, your attendance must be at least 75% before a certificate of attendance can be issued to you. Students are advised to attend lessons regularly and even if they skip lessons for one month, the fees must be paid for that month.

26. Attire and grooming
JE expects all students to dress decently and groomed when in JE premises. Bermuda and slippers are not allowed.

27. Inside the classroom
JE expects students to be respectful to the teachers. If there is any grievance, our course consultants are available to listen to you. Food and drink are not allowed in class. Hand phone has to be switched off. You are to be attentive to your teacher.

28. Outside the classroom
You must not make any noise outside the classroom. No running around the College premises and playing with the lift. If you encounter any problem outside the classroom, please contact our course consultant for assistance.

29. Staff room
Students are not allowed to enter the staff room without permission.

30. Vandalism
The College has provided facilities and services to enable you to study effectively and to achieve good results. Hence, students are warned not to commit any form of vandalism while in the premises of the College.

31. Equipment & Properties of the College
The student is to abide by all safety procedures and proper handling of all equipment and other College properties. The student responsible for the damage will pay for any wilful damage to equipment/properties.

32. Smoking
Smoking is strictly prohibited in the College premises at all times.

33. Expulsion
Student is subject to immediate expulsion for serious misconduct and/or any breach of the College’s rules and regulations. No fees are refundable on expulsion.

The College reserves the right to expel any student who has not made any payment or did not attend classes for two months without any valid reason. Expelled student has to pay the outstanding course fees.

34. Photocopying Facilities
Students can photocopy their own materials at a charge of 10¢ per copy.

35. Lost and Found Service
There is a Lost and Found Service in the College. Any articles found within the College can be referred to the Reception Counter Staff. Students can approach the staff to check for their lost article. Lost articles not claimed within one month will be discarded.

36. Change of Address
Please notify the College immediately of any change of address and telephone number, otherwise the College is not responsible for delay or non-notification of changes of day/time of your course & examination registration date.

37. Public Holidays
There will be no lessons on Public Holidays; however, the College will arrange to carry the lessons to an earlier or later date (if necessary).

38. Grant Applications
38.1 Students shall undertake to ensure timely submission of relevant documents required for any grant application, failing which, the student shall be liable to pay the College for the intended grant amount.
38.2 For grants that are claimed directly by the College from the funding Authority should the applicant (student) fail to meet the requirements of the grant, the applicant shall undertake to fully pay the unsuccessful grant amount to the College.
38.3 Students on grants shall undertake to fully understand and fully meet the requirements of any grant they applied for. The College shall not be responsible for the approval of your application by the granting authorities.

39. Concerning copyrights
Access to the College's computer systems and network facilities requires students to accept certain responsibilities and obligations. Students are expected to comply with all legal obligations concerning copyrights, and shall not install any software or data into the College’s computers or copy any software or data from the College computers. Students caught infringing the Copyrights Act by the authorities will be personally liable.
